展望09年海归三趋势降低薪酬预期自主创业

从国外留学归来的陈诚学的是经济管理专业，他到国外留学花了30万元，然而受金融危机影响，他现在只能选择在一家证券机构工作，月薪仅2000多元。　　“出国留学花了30万，回来后的月薪却只有2000多元。”1月11日举行的海归校友专场招聘会上，不少留学生家长成为了招聘会的主力，帮孩子提前打探今年海归的薪水标准。而海归职业规划专家表示，“海归”今年的薪水将缩水20%以上。　　现象：投入产出落差大　　从国外留学归来的陈诚学的是经济管理专业，他给记者算了一笔账：自己到国外留学花了30万元，然而受金融危机影响，他现在只能选择在一家证券机构工作，月薪仅2000多元，“当初我的目标是5000元，现在有点不能接受。”陈诚打算先干一段时间，积累经验后再跳槽。　　比陈诚更着急的是其它一些留学生的父母，招聘会上有一半以上都是父母帮儿女求职。80岁的老郑昨天和老伴一起到现场听专家介绍就业形势，他的孙女再过几天就从英国回来，“就是想提前看看有什么单位，银行是最理想的单位。” 　　建议：降低预期自主创业　　记者在现场了解到，企业普遍调低了海归人才的薪水待遇。与往年相比，银行、教育服务机构的薪水都降低了20%左右。职业规划专家廖本富表示，由于留学生回国后大多希望在外企和金融机构工作，这些前几年很吃香的企业去年遭受了金融危机的影响，今年几乎都关闭了招聘的通道，经济、管理等专业的海归人才几乎面临过剩的局面，竞争越来越激烈。　　“尽量不要在这个时候跳槽，可以选择学习充电来丰富自己，等待危机结束。”作为曾经的“海归”，廖本富认为“海归”应该主动降低求职预期，其次还应该放弃当白领的想法，选择创业的道路，能得到更多的收获。　　展望2009：海归是否会形成二次“水土不服”? 　　趋势1：走向内地，走向中型城市　　在2008年，媒体用相当多的篇幅报道内地、中型城市在吸引海归创业上的举措;同时也积极畅导和鼓励海归走出沿海大城市的“藩蓠”。　　海归创业，出现拐点　　上世纪末，海外学子学成回国，多选择在沿海、一线城市创业。北京、上海、深圳、广州等城市，不仅领跑中国经济，也领跑着海归创业的生力军，海归从这里启航，为中国经济注入新生力量。　　然而，随着经济水平的不断提高，这些沿海、一线城市带给海归的不再仅仅是机遇，还有更为严峻的挑战：僧多粥少的城市资源、日益缩小的创业空间、愈演愈烈的人才竞争……海归创业，在大城市遭遇前所未有的残酷。而与此同时，30年改革开放，内地、中型城市逐渐崛起，对高层次海外人才求贤若渴，积极的扶持政策、优惠的发展条件、宽松的创业环境为海归提供了更为广阔的创业空间。海归创业，出现拐点。　　到内地、中型城市去　　武汉，地处中部腹地，是国家光电子信息产业基地和我国最大的3S(GPS、GIS、RPS)软件研发基地，有“中国光谷”之称。2008年，武汉市政府出台一系列优惠政策，厚待来武汉创业的“海外高人”。包括设立600万元海外留学人员创业投资资金，以贴息贷款和投资入股等方式，对留学人员来汉创办高新技术企业提供资金扶持;设立创新人才开发资金，择优选择来汉创业的归国留学人员，每人给予10万元创新项目资金扶持;承担科研项目的归国博士，除基本工资外，可申请享受3年内每人每月1000至2000元的政府资助。　　宁波，位于长江入海口的中型城市，近些年，借长江三角洲发展的东风，宁波市经济突飞猛进，有专家预言，它将成为长江三角洲南翼的经济中心，这无疑对海归创业形成巨大吸引力。在此基础上，宁波市政府充分利用“人才科技周”这个平台，今年，他们共邀请60位海外留学人员、30多位民营企业家和创业投资商前来洽谈对接。其中，3个留学生企业落户保税区留学人员创业园，近10个项目同国内投资商达成了初步合作意向。宁波过硬的软硬件环境、实实在在地服务也给了创业的海归更多信心。　　杭州、常州、烟台、青岛、成都、天津、西安、哈尔滨、沈阳……2008年，越来越多的内陆、中型城市中活跃着创业海归的身影。　　是否会形成二次“水土不服”? 　　从沿海到内陆，从一线大城市到中型甚至二线城市，海归创业的版图向中国纵深处“扩张”。据教育部网站消息，截至2008年底，海外留学人员归国人数创下历史新高，这势必带动起新一轮的海归创业热潮。内地、中型城市也纷纷厉兵秣马，出台各种政策吸引海归落户。不难预见，2009年，这些城市的海归创业将遍地开花，他们掀起的不光是技术上的革新，还有头脑风暴;他们收获的，也不光是利润的最大化，还有创业的快乐和自身价值的成功实现! 　　但是，另一个方面的问题也同时出现：从欧美经济高度发达的大城市到中国内地、中型城市，海归会不会出现第二次“水土不服”?各地优
